Effortless political unity facilitates a state’s ability to project power. If a society is divided, internal political disagreement or conflict will hamstring the development of strategy and lead to swings of policy decision making that undermine consistent implementation. Also, if a state achieves cohesion by coercion, resources and capabilities will be drawn away to maintain control over society. A state that can maintain unity around a strategy at low cost will have a comparative advantage.
